Landmark digital gaming transformation: ADM grants authorization to 46 leading operators to shape the sector's new era.

The Italian online gaming sector stands on the brink of a profound transformation. The Customs and Monopolies Agency (ADM) has recently completed the initial screening round for granting fresh operating licenses. A mere 46 companies, featuring established players like 888 Italy, Betfair Italy, Sisal, William Hill Malta and LeoVegas, have been approved to advance. This selective approach is deliberate: by favoring operators with proven technological robustness and fiscal stability, the aim is to cultivate a gaming environment that is more secure, accountable, and clear. The directive is unambiguous: the evolution of Italy's gaming landscape will be driven by those committed to delivering superior service and safeguarding participants.

A swift schedule for transformation

The clock is ticking. Existing permits are set to lapse on September 17, 2025, though a brief extension until the 30th may be granted. In the interim, ADM will finalize its technical and financial evaluations of the chosen firms by July. Successful candidates must then promptly submit the initial concession installment—4 million—and demonstrate at least 3.7 million in liquid assets. To ensure uninterrupted operation, agreements will be executed in August and September, maintaining seamless gaming machine functionality.

Technology at the center of the new era

The overhaul extends beyond paperwork: chosen operators must implement advanced digital frameworks linked to ADM’s protected network. The adaptation phase spans half a year, aiming for complete rollout by March 2026. During this interval, legacy and modern platforms will operate in parallel, ensuring seamless service for participants. Upon completion, firms are required to submit the subsequent licensing payment—3 million euros—finalizing their formal integration into the fresh epoch of lawful gambling.

Strengthening participant safeguards and enforcing more rigorous regulations

A central aspect of the reform focuses on the administration of gaming accounts. Customers will have the option to migrate their accounts to a different licensed provider, following fiscal regulations and with official approval beforehand. Prohibited firms must terminate every user account by August 17, 2025, reimbursing all client balances. Any unclaimed funds after a 60-day period will be transferred to the State Treasury. Furthermore, submitting regular weekly reports on account transactions will become compulsory, and operators must convert into S.p.A. entities prior to securing concessions. The objective is evident: to foster a market that is more transparent, secure, and viable, while still emphasizing responsible entertainment.
